[Doral, Florida] The Heritage Foundation, based in Washington, D.C., and 50 other conservative think tanks are preparing for a Republican victory in the Presidential election next year, whether by former President Trump or Florida Governor DeSantis. These think tanks realize that they have to hit the ground running, and that people are policy, so they are recruiting conservative Republican activists now to join the new administration in January 2025.

Accordingly, the Adam Smith Center in Florida International University this week hosted a panel discussion on the “Presidential Transition Project 2025.” The panel was made up of: (1) Monica Collucci, newly elected to the School Board of Miami-Dade County; (2) Carlos Diaz-Rosillo, director of the Adam Smith Center; (3) Paul Dans, former chief-of-staff of the Office of Personnel Management in the Trump administration and director of this project; and (4) Spencer Chretien, associate director of this project and former Associate Director of Presidential Personnel in the Trump administration.

They pointed out that the federal administrative state contains some 2,200,000 full-time employees, plus as many independent contractors. The objective of this project, however, is to focus on the 4,000 political appointments who are supposed to manage this Leviathan. The unionized government bureaucrats that make up the administrative state all lean left and constitute a systemic, institutional and structural preference for progressive policies and politicians. They really cannot be managed by some 4,000 political appointments, and must be substantially defunded and terminated in order to preserve American liberty and prosperity.

The first thing a new Republican President should do is orchestrate a government shutdown, then terminate all excess personnel and more. The remaining personnel will be more than enough to run the federal government, and can be re-assigned if necessary. After all, Elon Musk terminated 80% of employees at Twitter and service improved. We will know that American liberty and prosperity are being restored when the Washington metropolitan area suffers a severe depression in its real estate market.

An additional approach to taming the alphabet-soup agencies of the administrative state is to dismantle, privatize and disperse, as follows: (1) agencies should be broken up into at least three components; (2) they should be privatized into not-for-profit organizations in the private sector; and (3) they should be dispersed around the country.

For example, the Center for Disease Control should be: (1) broken-up into three components; (2) privatized (so that they have to compete for funding from Congress and philanthropic sources); and (3) dispersed not only to Atlanta, but also to Houston and San Francisco (which have major medical centers). The same process should be repeated with most other alphabet-soup agencies, if they are not defunded and terminated completely.

In any event, civil service protection is mostly unconstitutional. Article II, Section 1 of the Constitution states: “The executive power shall be vested in a President of the United States of America.” In the beginning that was George Washington, but today we have added over two million unionized government bureaucrats. The President has the constitutional authority to terminate these locusts, who are eating out the liberty and prosperity of Americans.

The excellent keynote address for this event was delivered by local Congressman Carlos Gimenez (R-28th District), who pointed out that the policies of the Biden administration seek to destroy the American way of life.

First, America needs to increase its manufacturing base and bring the supply chain closer to home. Instead, Biden has proposed to increase corporate taxes. The exodus from Blue States to Red States shows the negative effect that higher taxes have on business, and businesses are the real job-creators.

Second, energy is essential to create a better quality of life, and America is blessed with ample supplies of natural gas, petroleum and coal, which we produce at the cleanest environmental standards in the world. Instead, Biden has suppressed the production of these fossil fuels by American suppliers, and has increased our reliance not only on foreign producers of fossil fuels like Venezuela, but also on alternative energy from wind mills and solar panels. These alternative energy sources are not only less reliable, affordable and clean, but also are almost entirely produced in China. Of course, China does not rely on alternative energy, and instead relies massively on fossil fuels, with much dirtier environmental standards than America.

Third, America needs lawful immigration of people with useful skills (one of those skills is to be law-abiding). Instead, Biden has adopted a policy of open borders for nonselective immigration by illegal aliens (Democrats have returned to their founding roots as the party of human trafficking). Illegal immigration has created a new system of indentured servitude in America.

Congressman Gimenez acknowledged that Congress is partly at fault for the growth of the administrative state because it has over-delegated the work of legislation and rule-making to the regulatory agencies, and he argued that cutting back needs to be targeted.

In summation, it is good to see the conservative team preparing for the next Presidential transition, but conservatives need to challenge the very premise of the administrative state and its basic right to exist as it does today, instead of simply trimming around the edges.

America needs law abiding citizens and America also needs AN 100% MORATORIUM ON ALL IMMIGRATION/VISAs/GREEN CARDS etc....
until we can control our borders (including the northern border and ALL airports and ports of entry)/deport the invaders/assimilate those here legally/give qualified Americans jobs that foreigners have taken for cheaper salaries/etc....

I like what they are saying for the most part, I’m not sure using nonprofits in government agencies, they aren’t watched or regulated and are the democrats favorite things to use in money laundering & election fraud, then like the author said trimming around the edges Isn’t nearly enough. So many unnecessary government agencies need to be completely eliminated, big government creates a new government overreach and waste agencies every day, it needs to stop.

I appreciate Mr. Vidal epiphany that a prolonged Federal Government shut down to eliminate 30% of the unionized federal employees across the board. Washington DC and its suburbs of northern Virginia and southern Maryland is the highest paid income levels in the United States. The message is clear The US is broke massive layoffs is necessary. The President that can accomplish is predetermined one term president: Donald Trump.
