OPEN LETTER TO FLORIDA SOS CORD BYRD

Thank you for your commitment to election integrity and for your recent presentations to the Florida House and Senate committees on October 8thand October 15th, 2025. Your leadership in promoting secure elections is appreciated by citizens and experts alike.
A group of experts in election technology and processes examined your policies, Florida law, and conducted statewide research. We would like to bring to your attention 10 findings that you may not be aware of, detailed in the attached report, “10 Statewide Research Findings for Consideration in Florida Election Policy and Legislation Formulation”. The report presents data indicating:
Critical areas of vulnerability not addressed in current Florida law that are required to be addressed in presidential executive orders and directives:
1) Non-U. S. citizens staffing and illegally voting in Florida elections
2) Chain of custody gaps in vote-by-mail operations which leave us unable to detect the insertion of illegal ballots and deletion of legal ballots
3) Voting system cyber security risks without contingency plans
4) High-impact, high-cost, widely used systems doing tasks such as approving voter signatures and duplicating ballots that are not subject to state certification or procurement regulations: electronic pollbooks, mail sorters, and others
A different perspective on some of Florida’s election policy assumptions:
5) The current level of election transparency including limited vote-by-mail observation and denial of voting system reports is fueling distrust
6) Many improvements are needed to claim Florida is the Gold Standard for elections, including systematic quarterly removal of ineligible voters from the voter roll and alignment with financial and defense industry standards
7) Signature verification is insufficient to ensure only ballots from legal voters are counted
Some Florida policies and laws are not being implemented or enforced
8) Vote-by-mail controls, such as mail ballot request requirements
9) Voting system controls, such as pre-election voting system testing
10) The intent of some of Florida’s Gold Standard election laws, including s.101.015 (4a) is not being met
We respectfully request you reconsider your support for legislation that takes Florida elections in the wrong direction by requiring dependency on voting system technology for audits when our President is calling for reducing the use of voting system technology.
We respectfully request your support for comprehensive legislation to lead the country by aligning Florida’s elections with financial and defense industry standards and making President Trump’s executive orders and directives Florida law. The following comprehensive bills achieve both objectives:

In the 2026 legislative session, Florida must at least enact smaller priority bill alternatives that focus on the components of the comprehensive bills that are most needed to comply with President Trump’s executive orders and address the highest risks:
· Five 1-2 Page Priority Bills
· Five 10-15 Page Priority Bills
This legislation adds controls and transparency to ensure Florida voters, candidates, and political parties can trust our election process. Many of the legislative proposals also reduce costs and address concerns SOE have expressed.
These legislative proposals are backed by data collected by and developed in partnership with many groups, including Defend Florida (Defend Florida | Election Security), Unite4Freedom (U4F – Unite4Freedom), Fate2024 (Home – FATE 2024), the Florida Republican Assembly (986 FRA Resolution.pdf) , the People’s Audit (The People’s Audit), Stern American (SternAmerican), the Cause of America (Cause of America), the Election Integrity Network (About | Election Integrity Network), many county REC election integrity committee chairs, and grassroots groups across the state of Florida. The leaders of these groups are copied on this email so they may offer further insights.
There is no better way to earn the trust of voters and be the Gold Standard for elections than working cooperatively with citizen election security advocates to make our elections verifiably fair and accurate.
